[ale] GStreamer plug-in programming

Hey folks, I was just asked if anyone does any custom GStreamer plug-in
programming. Nothing has materialized as yet and I have no other info,
but it might be a decent short term gig for someone on the list.

I'll pass along anything I get to those that make decisions.
