No, Cyanogenmod doesn't force Google to do anything; its total userbase 
is a rounding error on Android's deployment and the vast majority of the 
devices supported have long since been abandoned by their manufacturers.  

And why would Google care if folks use Cyanogenmod?  After all, it's 
still Android, and the vast, vast, vast majority of its users still 
install the Google applications and libraries, which means Google wins 
either way since the whole point of Android was to sell advertising and 
collect personal information.  More users are more users.
