It didn't work out so well for natural gas because the GNG lobbyists got cozy with the general assembly.  They kept their monopoly and got shielding from consumers to boot.  It didn't work because the law was intentionally skewed to help them.  In theory, a slew of new gas providers was to decrease the price, but in reality what happened was the law simply granted permission for new companies to come in and take over billing and customer service from GNG in exchange for a slice of that GNG monopoly pie.
