[ale] More HAProxy

Yeah, I broke it out into exactly that.  I'm working on a HTTP section to
front a NAVision IIS/WebSErvice next.  Unfortuantely I have no idea what
it's supposed to work like and the NAV guy is MIA...  Love it!
