You could do the web/Facebook think with most any Linux distro, but if she tries to play any of the Facebook Flash-based games, that's when the trouble starts.
Have you considered loading her up a Linux VM in Virtualbox to let her give it a try first?

Primarily, web-based email and facebook. The less clutter the better. The more it looks like some windows variant (except Windows 8) the better. I doubt there will be a need for Office, though having LibreOffice installed will probably be a good idea.
