[ale] Free video editing software?

I know just enough about this topic to be dangerous.  You may wish to see if the combination of format / editor can do "frame accurate editing".  You should be able to snip the video on any 1/30 sec interval you want to.  Some formats and editors are much less granular.  This may or may not be relevant, and someone else can provide a better description, but I just wanted to throw it out there.
