If the input is coming from a file, you don't need to write this code. There are
CPAN modules that handle it, there must be, right?
http://search.cpan.org/~makamaka/Text-CSV-1.32/lib/Text/CSV.pm is one.

DRY. Plus the CPAN stuff will have been tested.
