Fedup will jump from 17 to 19 (and now 20). RHEL will NOT upgrade across
major versions. So upgrade from RHEL5 to 6 means new system install of 6
and migrate data from 5.
RHEL7 is slated to support a fedup process to RHEL8. RHEL6 is based on
Fedora 14 so it's too far back in design for that upgrade process.
