How about:

https://www.sparkfun.com/products/10922 and a USB 4g modem.
Place these inside an old laptop. They should fit into a phony cd/dvd drive.

Tie into the lappy's power and USB bus, then stream/send the GPS ascii
output somewhere useful.

Of course, I've busted the budget, and battery-life is a problem, but
it's the biggest battery that I think a crook would willingly steal
and carry with him/her.

I wonder if you could save power by side-stepping the computer's
internals altogether. Replace them with a Raspberry Pi -- just use the
lappy as a case and power source?

If you can get you hands on one of these 4g USB modems, please let me
know. There are Linux drivers for them, and they will work on Clear's
system. (Or has Clear gone Linux friendly, and the modem is no longer
an obstacle?)
