Why not? Actually Cousera does not offer any degrees which I believe is
the point of Minnesota's law; if you offer a degree you must meet
certain criteria to operate in Minnesota. AFAIK, all states have similar
laws to prevent/shut down diploma mills. The problem appears to be
either a badly written law or more likely a moronic bureaucrat
misapplying the law.
I am tempted to write a snide letter to the mis-Governor of Minnesota
and ask what kind of mindless idiots they hire.
