I know that's why on Google, for one, when you set up cloud storage you pick the U.S. or Europe and all your data is in the location you choose. You don't get to know the actual data center or even state, but you do choose the political entity. I believe there is an EU law requiring certain data to be stored in the EU. I can't remember but it's like individual financial and/or medical data, so this would be a requirement to use cloud storage for those applications.
