[ale] OT: ruby/redmine/apache

Hey Robert,

Up front I don't know Ruby, but my recommendations would be to install 
Ruby and its components via the "normal" method for your Operating System.

Then run a chmod 755 on your dispatch.cgi.

Those may solve your problem.
