Because there are building codes that need to be followed and liability
at issue. Most commercial work (office space) is going to involve
running cable above ceilings with open plenum construction (HVAC air
return is the open space above the ceilings) so you need plenum rated
cable (TFE jacketed), not just plain ole Cat 6. There may also be
requirements for support and securing as well. You don't want some
untrained chump coming in with spools of cable he just bought at Fry's
and tossing PVC jacketed cable (which is toxic in a fire) around in the
open air space about the ceilings leading into the building air system.
