Avoid all external recruiters like the plague. Encouraging what they do by giving them business is hurtful to the industry and the rest of us. The exception to that is contract work.
There are far more than enough jobs for skilled admins and devs out there and finding one is really not hard.

Years ago I wrote a script that culled through my "recruiters" mail
folder and grabbed all their addresses. It checked a file for bad
recruiters, and then sent out a link to my current resume (new
recruiters on my list) or just a "hey, have you seen anything lately"
e-mail.
That script led to a job at the Wall Street Journal, which I enjoyed.
