Looks like these folks do it for a fee and have a location in Kennesaw.
The site seems aimed at industrial disposal but if you call the number
in Kennesaw you might get better detail.

I just called them.  They don't take them.  They recycle their own 4' 
tubes, but box them up and have someone pick them up.  They get charged 
for this service, hence the reason they don't take them.  The cfl 
recycle program doesn't cost them $$.

She said if I had a couple, they would take them and recycle them with 
their own.  I've accumulated about 10, so I said no thanks.
