When I was researching this business, it appeared that the basic 
solution is to collect and separate and sell the resultant trailerloads 
to bigger recyclers. Cheaper to get started, safer (biohazards abound in 
electronic equip.), simpler.  Just need a warehouse and space to park 
some trailers until full.
