The articles state why: 'Apple contacted them to let them know that
their WiFi scanner app is no longer welcome in the AppStore due to its
use of some sort of “private framework” to find hotspots.'

Reading other articles leads me to believe that "Private Framework" is
any API that is not yet documented for the developer to use.
