Note that I put guarantees in quotes.  This is for a reason.  I'm not
asking for guaranteed upstream (or downstream, for that matter).  I'm
asking for advertized and observed up/down.

For example, my current comcast residential is 22/6.  It sounds like I
can get 22/6 from comcast business class, too.  Unfortunately I haven't
been able to find any upstream numbers for uverse, which prompted my
question.
