Have you used a program like netstat to see if xinetd is listening on
port 69?

Personally, I run tftpd as a standalone service rather than via xinetd.

In Ubuntu 9.04, you'll have to edit '/etc/default/tftpd-hpa' to allow
tftpd to be started by '/etc/init.d/tftpd-hpa'.

In 10.04, Ubuntu switched from having the tftpd-hpa package install
configuration files both for running via a superserver and as a
standalone service to just the ones for running standalone.
