That doesn't even include training. 20 years ago, for every 20
commercial aircraft we had one $10M training simulator minimum.
Sometimes one per 15 or even one per 10 for long-range aircraft like
the 747. (I don't know what they cost now.)
And pilots have to do transition training when they change models, and
recurrent training every year as well.
What's the ratio of high-end drilling simulators to drilling rigs? I
can tell you, its zero. So its zero hours of high-end simulated
training when they use a new drilling platform and its zero hours of
recurrent high-end simulated training every year.
I can't tell you how impressed by those stats I am.
And yes, it might drive up the cost, but I seriously doubt that is the
reason the rules and regs are not in place.
Even at $50M for a very, very high-end simulation, it's small $s
compared to the cost of drilling rigs, let alone the crazy cost BP is
apparently going to pay for clean-up.
ie. Per wikipedia, the rig that failed, the "Deepwater Horizon":
"As at 2010, the rig was insured for US $560 million, the sum covering
its replacement cost and wreckage removal."
