Bank of America.
The feature is called "Shopsafe". It is one of the "options" seen with
the BofA Visa in online banking.
I'd be surprised if other didn't offer same or similar service but
haven't used others. On a Google search just now I found mention of
Paypal as noted by Scott as well as one for Discover but I haven't used
those.
