[ale] Why doesn't yum installpkgs work?

I'm getting:

yum search round
Loaded plugins: fastestmirror
Config Error: File contains parsing errors: 
file://///etc/yum.repos.d/virtualmin-bleed.repo
        [line  7]: includepkgs php
 
I thought I could use includepkgs in a repo file.  The docs seem to say 
that.
