[ale] [OT] Ga. Power & the "Flat Rate Plan"

Mine bounces around from year to year.  Sometimes they owe me a few
hundred, sometimes I owe them.

They seem to adjust it a couple times a year, but I really don't watch
it that close.

What I don't like is about 6 yrs ago it seems like it was less than
$150.  Now a little less than $200.  And I really doubt my usage has
changed that drastically.
