That's a plain tar file, not bzipped.

Does this work reliably for you? I had some breakages when kernel and
installer stuff was updated back in 9.10. I ended up doing
echo "ubiquity hold" | dpkg --set-selections
echo "casper hold" | dpkg --set-selections
echo "linux-image hold" | dpkg --set-selections
# update and install stuff
echo "ubiquity install" | dpkg --set-selections
echo "casper install" | dpkg --set-selections
echo "linux install" | dpkg --set-selections
