This is what I got and it seems to work. Is this "The Right Way(tm)" ?
Alias /li /opt/link-interface
Alias /link-interface /opt/link-interface
<Directory /opt/link-interface>
AuthUserFile /opt/link-interface/.htpasswd
AuthGroupFile /dev/null
AuthName "Linking Interface"
AuthType Basic
AllowOverride All
<Limit GET POST>
require valid-user
</Limit>
AddHandler cgi-script .pl
Options ExecCGI Includes FollowSymlinks
Order Allow,Deny
Allow from All
#ErrorLog logs/error.log
#CustomLog logs/access.log common
</Directory>
<Directory /opt/linking-interface/logs>
Order Deny,Allow
Deny from All
</Directory>
