It depends on what matters. For Capacity/Dollar, SSDs come up poorly.
For IOPS/Dollar, the absolutely obliterate rotating media.

If you have to buy dozens of hard drives in a fancy RAID appliance to
get the same performance you'd get from a couple of SSDs, SSDs start to
look at lot more economical.
