Yes, depending on implementation. Private simply sets the default
permissions when creating users' home directories so that other users of the
system, without extra privileges via sudo/su, cannot view others' home
directories. Encryption (depending on methodology) would provide for
protection from anyone stealing your laptop, or, if it is individual homes
encrypted, potentially from all users including root without knowing the
magic involved.
