well, it was firestarter.. I had specific ports setup for my OLD IP.. when I 
added ports back in for the laptop, now putty & winscp work again, and 
preferences for the R380 now show up, no more error pages.
I knew to look for the firewall, when I tried putty from vista and it didn't 
work.
