[ale] arping causing problems with my laptop

I've got Fedora 10 installed on a laptop with a pcmcia network card. 
When I attempt to activate the card, I get an error complaining the ip 
address I'm trying to use is in use by another device.  I know it's not, 
but can't figure out why it's doing this.  I've figured out that the 
command that is generating the error is:

arping -q -c 2 -w 3 -D -I eth1 172.16.255.106

Any suggestions would be greatly appreciated.
