Bob,
I helped on a commercial project along those lines 15 years ago. (Very
proprietary)
Anyway your question got me googling and I found what looks to be one
example pretty quickly.

I only spent a couple minutes looking at it, but for at least one
stream it looks like you could set the input to a remote network
stream and then output a local multicast stream.
If that can be scaled up to multiple simultaneous, your in business.
