I suspect that _ALL_ governments tends to become oligarchical in
function. If a requirement to convey ones needs to the political
leadership is the ability to afford time off from work and the travel
resources to meet with them, then only those ideas from people with
resources greater than their daily survival needs will be in the ear
of the leadership. That certainly will flavor the decisions and thus
the slide to "rule by the rich" begins.
