[ale] Trying to create a CentOS update repository.

I'm trying to create a CentOS update repository and am running into a
few issues.
I'm following these instructions
http://idolinux.blogspot.com/2008/09/centos-update-server-and-local.html
But yum on the client is looking for a file that does not exist.
[root at sam yum.repos.d]# yum list updates

14] HTTP Error 404: Not Found
Trying other mirror.
Error: Cannot retrieve repository metadata (repomd.xml) for repository:
base. Please verify its path and try again
Is there a step that these instructions leave off?
For example the instructions ay to copy /mnt/CentOS but never says to
copy /mnt/repodata
