Cisco is right.  A DHCP request is a broadcast, so when your PC on  
router 2 sends out the DHCP request, only hosts on the same subnet  
will get see the request (i.e. not router 1, which is on a different  
subnet).  If these were 2 Cisco routers running Cisco's IOS (their  
proprietary OS for their routers), router 2 could be configured with  
the option "ip forwarder 1.2.3.4" (or something like that), where  
1.2.3.4 is the IP address of router 1.  This would tell router 2 to  
forward DHCP broadcasts to router 1.
