I don't see it that way.  How much US Taxpayer $$ did Ma'Bell get
before the 1980s to provide telephone service throughout  the US, and
throughout the US for the US Government?   Don't confuse the 1980's
monopoly action with the ownership of right-of-way or funding for
establishment. ;-)
