I don't think he's looking for a web "app" either.  However, a CMS is sort of like a furnished apartment approach with a pre-paid "rooms to go" account.  Everything he wants is accomplished in just a few minutes without reinventing the wheel.  ;c)  And that's why the CMS is really the KISS way to go.  He spends more time with the grandkids rather than more time making a website.
