As to 10.3, I have not had to build anything yet that I can remember.

Every time I've wanted a tool that wasn't part of the normal
distribution, I've found it in the SUSE Build Service all packaged up
and ready to install, complete with rpm dependency logic etc.

This weekend it was the little known "open2300" for talking to a
LaCrosse 2300 personal weather station. I've really enjoyed having
such a wide range of pre-built rpms in a nice search-able location.

In your case there are several version of xgnokii for 10.3
