Another point made by a responder - 

Follow the $$$

Apparently, the generated power is fed into the grid and the revenue goes to
the COE. More water out = more power generated = increased revenue...

How do we get an accounting on that?

Hah!  Gas is above $3/gal and still in peak demand.......

The problem with Water levels (and most everything else these days) is
POLITICS!  At the core of Political Problems is incompetent
politicos.... because SMART and COMPETENT people avoid getting involved
with POLITICS!
