Actually *you* are in control of that, not Google.  Google: sitemap.  ;-)

I have a mailinglist site that Google indexes the latest posts every
hour.  I user can post to the list, and within 1 hour I get a Google
Alert email if the content contains a keyword I added an Alert for.
