Just a quick plug for something I used to be involved in but am not any longer: Henrik at 
X-Formation has a robust license management tool, comparable in many regards to flexlm but a 
good deal cheaper (but not open source).  http://www.x-formation.com -- tell him I sent you! 
(n.b. he's in Denmark, but is very responsive via email/MSN/etc.)

(All of this talk of license management is oddly incongruous on ALE, btw...)
