[ale] Load TRENDNet Gig PCMCIA Adapter

I'm trying to get a TEG-PCBUSR PCMCIA adapter to work in 2.4.27 of the
Linux kernel.  It is based on a RT8169 chip.  I think the driver sees
the card but is failing to activate it in the kernel.
