It's not that the fan isn't spinning it's more that the third wire
tachometer is failing. Or the connection on the board is failing. Either
way, fans a cheap. Toss in a new one and see if the problem goes away.
If you want to tinker before buying, pull the fan connection and re-seat
it. That may make a better connection than the one in place now.
