Debian or ubuntu
Squid
chastity-list

With almost minimal confiuration of squid it was up and running. My
firewall then blocks all http outbound traffic except from my desktop
and the squid server.

The chastity-list package has a script to keep it updated as well and it
has been very good for me on not blocking legitimate sites but keeping
the stupid stuff blocked.
