[ale] Speedfactory Problems ... again

While technically, EVERYONE is subservient to the whims of AT&T for that
last mile, Speakeasy uses Covad for the tech side and they have enough
clout with AT&T to get things done.  When Speakeasy says they don't
offer service in an area and AT&T does offer DSL in the are, there is a
fiber-fed DSLAM that Speakeasy does not have access to. Due to the
vagaries of the laws that forced the sharing of the last mile, if fiber
is in between the CO and DSLAM, access does not have to be directly
granted. Those places that offer DSL in that situation are bulk
resellers and under contract with AT&T and thus the SLA mess we all know
and love.
