Yes it should.  I successfully use these settings:

$sa_tag_level_deflt  = 0.0;
$sa_tag2_level_deflt = 5.0;
$sa_kill_level_deflt = $sa_tag2_level_deflt;
$sa_dsn_cutoff_level = 10;

NOTE: if you have $first_infected_stops_scan set to 1, then it could be
possible amavis determines the email is spam based on something other
than SA.
