Thanks Daniel,

Correct me if I am wrong but isn't tc based on physical interfaces as
opposed to IP based?   I have a host with several IP addrs (using
virtual interfaces) and want to limit a handful of IPs to a certain
volume of traffic.  Can tc achieve this?
