[ale] GATech mirror problems?

Well, if I were looking for a Cygwin mirror, that would work. It seems
the ALE server isn't limited to 70KB/s anymore. However, the ALE
server doesn't contain mirrors for either distribution I'm concerned
with -- Debian and Arch Linux.
Didn't the ALE server sync from GATech's server at one point?
