RedHat derivatives have always been pretty good for a complete build
environment.
But then Debian is also pretty solid as well.
But the hands down winner is Slackware. Since all of the stuff for Slack
comes as a tarball, and all apps start as a tarball, Slack has a very
solid build environment. No package-foo to muck with, just headers in a
location (or two) that make sense.
