I can't speak for the site metioned.  But there is free satelite tv.  Google 
Free-to-air (FTA) satellite tv and you will find a whole slew of equipment 
and information about free satelite tv.  As mentioned by others it is all 
unencrypted, but you would be surprised what is available.

I have also heard, but not seen that the direct tv signals can be decrypted 
and watched if you use a computer controlled receiver.
