That is standard behaviour for when people do dial in with something like minicom or use the login window in Dial-Up Networking. I would be highly surprised if L3's modem pools did not recognize using pppd without a plaintext chat login.
Here is a page that contains a chat script to do the login for you. Looks like it contains what you need.
