I looked at Request Tracker (RT), and it seems to be what I want, but 
damn it's difficult to get going even with using apt-get and reading all 
the docs, so I --purged it and the 40M of additional crap it installed. ;-)

Mantis uses PHP (which I deplore) but am willing to accept for this 
system if it can be narrowed down.  For example, I don't need 30+ search 
criteria, perhaps only 5 of the ones listed on the top-half of this 
page:  http://bugs.mantisbt.org/view_all_bug_page.php
